Qatar Bans Injectable Exosome Products Over Health and Safety Concerns

Qatar's Ministry of Public Health has issued a formal warning against the use of injectable exosome products, confirming that no such product has been approved for injection in the country.

The directive, Circular No. (PDC/2026/23), was released by the Pharmacy and Drug Control Department on July 19, 2026, and addressed to all concerned entities and individuals operating in Qatar. It comes in response to a growing trend of exosome-based products being marketed as injectable treatments for a variety of medical and cosmetic purposes.

No Approval for Injectable Use
According to the circular, exosome products have not received regulatory clearance for injectable use — whether for medical or cosmetic applications — from either the Pharmacy and Drug Control Department or the US Food and Drug Administration (FDA). The Ministry stated clearly that, at present, these products are authorised solely for external, topical application.

Strict Prohibition on Injections and Unapproved Claims
The circular explicitly prohibits administering exosome injections in any form, as well as promoting these products using unverified therapeutic or cosmetic claims. Businesses and individuals are also barred from using exosome products outside their approved topical scope.

The Ministry emphasized that the safety and effectiveness of injectable exosome products have not been scientifically established, and that their use may carry health risks for consumers.

Warning of Legal Consequences
The Pharmacy and Drug Control Department cautioned that failure to comply with the directive could result in regulatory and legal action, in line with applicable laws in the State of Qatar. All entities and individuals involved in the sale, promotion, or administration of such products have been urged to fully adhere to the regulation to protect public health and safety.
